Are the power outlets in Phuket the same as in Russia?

In Phuket, you may encounter different types of power outlets. Thai outlets look different from European ones, but you can use them without any issues, as they accommodate various plug types. Thai outlets have three holes instead of the usual two, with the third one being for grounding. The voltage in Thailand is 220V. If needed, you can buy adapters, which are even available at beachside shops.
