VAT refund is a refund of value added tax. If a tourist bought goods and luxury items in Phuket from stores labeled VAT refund, they are entitled to a VAT refund upon departure. To get a refund, at the airport at check-out you need to stamp at the check-in and baggage drop-off counters, the window is located next to the 11-12 counters, then get a refund in the waiting area.
