Yes, the Sberbank app works in Phuket as long as you have internet access. You can log in and make transfers without any issues. However, the physical card itself doesn’t work — just like cards from other Russian banks.

If you want to use a Russian card on the island, you can apply for a UnionPay card from Rosselkhozbank. It can be used to pay for purchases and withdraw cash from ATMs (with a 220 THB fee for servicing foreign cards).
